First, do not panic. Maggots are fly larvae and while they are disgusting, they do not directly harm humans. Do not pour bleach into the bin -- bleach is toxic to the environment and is less effective than hot water at killing larvae. Do not try to hose them out with cold water -- they survive this easily.
The most effective immediate treatment is boiling or very hot water poured directly into the bin. This kills the larvae on contact. Salt also works as a desiccant -- spreading a thick layer of table salt over the maggots will dehydrate and kill them within hours.
Once the maggots are dead, the bin needs a thorough professional cleaning. Killing the maggots does not remove the organic material that attracted the flies in the first place. Without a complete cleaning, flies will return and lay new eggs within days.
